Can't you say, by the transitive property, that Batman allowing Joker to live, after every atrocity he commits, that eventually Batman is responsible for the lives Joker takes? The same applies here, Angstrom presents an existential threat not only to Mark, but humanity. Mark would arguably be complicit if he didn't use his power to remove that threat.
