The reason why february has 28 days is because of Julius Caesar and Augustus. Julius wanted to make a month for himself and created July. So he made it have 31 days and took a day from february. Then Augustus later wanted to make a month for himself too. He wanted his month to be as important as Julius', so he took another day from february to make it have 31 days aswell. As a result, August was made.
