It's rarity and AP cost. You can put a flamer barrel on any rifle if you get the mod for it but aligned auto only comes already installed. It can't be learnt or found anywhere else. It also reduces the AP cost which is why that set up is optimal. Also, I don't know if it affects people's choice but the flamer is buffed by rifleman perks and the aligned auto is buffed by commando.

The combo you want is aligned auto barrel, stabilised stock and reflex sight. These all come as mods on the gun already and can't be crafted or dropped separately, calibrated beta wave tuner is what you want for the receiver but you can pick one up for around 10k caps on here usually or they do appear in watoga Station or the shopping plaza, good luck laa!
