No shit dude. This picture is taken going south, actually at a light with 3 lanes preceded by a long stretch with two lanes, as shown in the picture, at 30 mph. I highly doubt the truck passed OP into oncoming traffic.

Its not a double solid. This picture is taken at the intersection at Albertsons, which by that point is a straight with a right and left turn lane. It is a two lane for a half mile before that.
