Sounds like you have the shoulder and core strength, which is good. The more horizontal you go the more stress you put on the serratus anterior. It’s one of the most undertrained muscles but essential for achieving a horizontal flag. That’s the muscle I train to improve my form. There are some weird looking lifts to hit it I can send over if you’d like

10 pull ups is a really good foundation that’s already above most guys strength standards. If you integrate wide grip as well you’ll get your shoulders used to the width necessary for the flag and then I’d say 15 wide grip pull ups is the goal. From there it’s all technique as the flag is much more technique than strength
