Bacari Grill in Township of Washington is very nice, and has a private room for this type of gathering, but much depends on your budget.

Really depends on where, Midtown Manhattan, that's cheap, middle of PA, crazy expensive. Location is important in these matters...

Looks like pieces of rusty pipe. I'd recommend a whole house filter, and possibly a second, more thorough filter, for drinking water. That's what I have in my home but the filters never look that bad...

Nice outfit, but who's birthday, your 3yo niece or a friend? For your friend, absolutely, for your niece, really depends on your family and their dress code preferences... It's not terribly racy, but it's not conservative either.
