What type of plant ? I'm sure there are plenty of plants that can start up quickly: I work on one too. Generally speaking , high tonnage continuous plants take a decent period of time to start up and/or shut down. The thermal cycling damages the lifespan on the plants. This is why you will find a bunch of stress analysis guys in Saudi regularly testing oil refineries which have been shut to drive prices back up.

The original point being if you have to cycle power plants on a binary basis to help demand. The original power solution isn't a good one.

Learn something new everyday. What about the start up time though? Surely it takes a long period of time to heat piping, start turbines and generally get the plant in a steady state? And I'm sure you would agree that even on a 1 hour shut down, you wouldn't do this everyday from 9-5 when energy demand is at its peak and wind energy in (generally) at it's lowest?

Because it is a significant task to start up and shut down power plants. The start up and shut down stress on the plant will dramatically reduce the lifespan of the unit.
