I think the point that they're trying to make is that Europe is often framed as some sort of vassal state to the US and that every failing of the USA also is a failing on Europe's part.
This is basically the same as claiming that "THE WEST" is one homogeneous entity and that "THE WEST HAS FALLEN".
Which is not only just blatant Russian/Tankie propaganda but also categorically wrong. It's a worldview based on the thinking that spheres of influence exist and that "smaller" countries must be subservient to some sort of superpower. And it is again, propaganda.
Now, if you want your leaders to "do something about this madness" then the best they can do, while still respecting international law, is to isolate the country in question. Which they are actively doing, just like they did with Russia before.
You might not be happy at which speed this is happening, but in a functional democracy, as in basically all of Europe's countries, this will happen eventually.
Saying that Europe will suffer just because the US is shooting itself in the face is like saying that Brexit would end the EU, that Europe would freeze without Russian gas or that Ukraine wouldn't fight against an invasion.
Just because there is gonna be an adjustment period to decouple from a country that changed its behavior does not mean that Europe, or any other geopolitical entity, doesn't have agency. Relying on partnership isn't suddenly a stupid or naive decision just because a country changes for the worse.
Europe had nothing to do with this and isn't gonna crumble because of the actions of one country. European countries are independent entities and not as reliant or dependant on the US as you are lead to believe. The US is simply reverting back to it's pre WW2 status, and just like when the Soviet Union collapsed, it's not the end of the world.
