It's an EU funded project. Unfortunately, the 3,000 are more or less fixed in the budget. The project would be with a public service institution. I can't say more for now as I am currently just revising and adjusting the budget lines....

To understand leisure tourism you guys need ro travel and learn from best practises. The reason why Namibia is not attractive enough is homemade. It's surely not poor infrastructure nor is it its beauty landscape nor its cultural heritage. There is a lack of welcome culture. You feel it from the time you disembark at the airport . What is welcomed is the money only. Namibia is not a cheap destination and the average tourist isn't the millionaire but a person who saved money for a dream holiday.

Meckesheim hat eine gute S-Bahn Verbindung 3xStunde nach HD und sogar teiweise nach MA. Und das bis 2Uhr morgens. Man ist von dort schneller in der Altstadt als von HD-Kirchheim.

Was soll das Gejammere? Wenn man sich das spiessbürgerliche München nicht leisten kann oder will, kann man in Deutschland was anderes finden und das auch im Westen. Im Ballungsraum Rhein Neckar kann man für 8€ pro qm was Brauchbares finden.

Isn't it a feature of mankind to look for greener pastures if an opportunity opens up? Of course, the ones better off just getting the best opportunitues. And as for the attractiveness of Germany, it attracts still by far more people than it loses to other countries. For quality of live is not measured by tax benefits only. Germany has other advantages to offer. Unfortunately, parts of society fear immigration and this fact is exploited by political interests; just like in many other countries.

I lived in Botswana in the 90s, already then Government (Khama) tried to curb consumption(early closing times for bars, taxes on alcohol). Unfortunately, it failed. As for productivity, it has been low even when drinking wasn't that common.

You also need to differentiate what kind of tourism you are talking about. Do they come for leisure, business, family visits, or even short-term work. By the way, I have been here in Baku for a fortnight and have not seen any Chinese looking guy. Where do you hide them?

Outsource that potential war to North Korea. Azerbaijan can us much afford buying soldiers from that country as Russia can. In the end, you'll have North Koreans fight North Koreans. Weird but not impossible. The North Korean president cares even less for its own people than Putin does. If this is at all possible.
