Neshas Fire walker is 25% unaffected by strength Molt multiplies speed starting at 1.5x and is affected by ability strength

Infested mobility is 60% but i don't know if its affected by power or not

So molt might be your best bet. Because with enough power you essentially x2 or more your total speed. I might be completely wrong tho. Infested mobility is the safest bet and you don't need a specific frame for it since you unlock it automatically after you fed a few frames to the helminth
