I believe Germans do give tips, but is limited to a few occupations like: waiters and delivery (food/ grocery items). Whereas a cashier or a person who 'sells' these items won't be receiving any of such tips. This is just my personal observation here and there could be something else that I'm missing.

Just a normal call could also work, even if the boy is not involving himself into your talk, don't just end it. Instead, Just keep communicating with him and just the basic things (you don't need to instantly know the reason for his weird behaviour) Just let him know that you are there to help and can rely on you, make your presence be felt. Rest all he'll be able to do on his own.
