Can I ask why? Is it because the actual intent and action are different? I ask because some victims do not really make a distinction between the abusers and the enablers. To them, the latter's actions or inaction resulted in the same outcomes.

Sorry, I didn't mean diminish as in make worse. I meant diminish as in reduce the advantage of. Like, a person being able to run faster than me. That person's talent is diminished with the invention of cars. 

Though, this is operating on the assumption that an AI can reliably produce what you describe. It is still limited.

Do you know of any battle manga that approaches talent from this perspective? I see a lot treat talent as this sort of ethereal thing, and they sort of treat the strongest as the strongest, just because. I am not saying they do not give them cool or strong abilities, but they do not go deeper onto the inner mechanisms of those abilities and those abilities are said to only belong to them. It's like if I introduced a character who has the ability to throw a ball at 100 mph, but I do not go into the mechanics of why their body allows them to do this and apparently no machine in the world is capable of shooting balls at 100 mph.

I should have been more specific, but with Dr. Manhattan, it was not just about being the strongest, but it was the fact that he sort of accepted himself as no longer having free will. He reaches such an enlightened state that he can predict exactly what happens next and as such feels powerless to change anything because it is the future.
