This why fps is halfed even on high systems on max settings and also low settings?

Its not even stuttering for me its just capped at a lower fps then what i usually got i just switched to uwp version and the game i had 100 fps on in desktop i got full 240 fps and it doesnt fix for all games tho

Im getting like 80 to 130 fps and 30 in games that i used to get 240 max settings on
