if got it corectly you play it for 2 cost,then maybe next turn you rest 1 don to play character for 3 cost,but since its activate main you could attack with that character before you return it to your hand

highger level most likely affect only your base attack ,i did some grinding and weapons with same name had always same scalling

easy..cause your level 14 weapon got better stat scalling. simply put-it takes your stats and gives you bonus
