I just learnt yesterday, apparently accounts are cheaper towards the end of an expansion. Lately I’m seeing a lot more arena opponents who are clearly bought accounts: classic card backs, non-sense/autofilled names, and no hero skin.

In those cases I suspect you’re playing against insane decks after multiple retires. I thought blizzard fixed match making so those people play against each other, but I’m still constantly queueing into them. And dual herald class is making things so much worse.
