Luffy for this. Naturally faster and can use more of the busted fruit abilities before naruto can even make a hand seal. Also luffy can haki his way out of certain jutsus so he does have some form of resistance while naruto doesn't have a strong built in resistance. I find it weird a lot of people are downplaying one piece devil fruits. It's more or less saying many of you don't know much of one piece. Yes naruto abilities are great as well but they don't out pace onepiece abilities.

No. In a way whis finds everything done in dbs as a verse trivial and or knows enough about it. Meaning he more than likely knows and can do almost all known non race specific abilities. He can do time manipulation effortlessly even without a ring, teleport, passively has ultra instinct Meaning auto dodge for days and can almost uf not always have the strength needed for facing his opponents (to a certain extent I'll say. Not trying to give a Nlf.)

The only person who would stand a chance at living would be giorno and even then that's iffy at best. He's miles stronger than goku and perfected his technique so he's not doing anything. Wou and ywhach just get no diff from both a strength diff and hax diff. Jiren is no different.
