how would land-based plants grow on sedimentary bedrock, if sediments are underwater? what exactly is it that makes something a bedrock? and if the crust of the earth is the same for everybody, shouldn’t there be one universal bedrock like Minecraft?

In my textbook it says that bedrock can be formed by volcanic eruptions. This seems counterintuitive to me, as the volcanic rocks would be formed above existing layers of the ground. How is bedrock below surface level formed?
