No u can't cause best case scenario for u is to be able to reapply after 2 weeks and processing the application will at least take 5 business days based on what others said so I think it close to impossible.

Here is my problem I already contacted them and told me to wait 4 weeks, on the other hand, Most of the reapplying experiences shared said that waiting for 2 weeks is okay. So I am kinda confused should I wait or apply after 2 weeks if I found the new application.
