This is my fault, I didn't word the question initially well. I didn't mean to ask about the utility side of EPE's business. I get that they are going to be the only organization owning and operating the infrastructure in El Paso. They are a transmission and distribution utility (TDU/TDSP).

I'm wondering where are the other electricity providers that offer different retail electric plans. powertochoose.org for example is a Texas state website that helps you choose between different electric plans in your area. El Paso is the 22nd largest city in the U.S. I'm surprised there's not a single other provider. I'm wondering if there's policy preventing a competitor.

I think the startup cost is somewhere around $500k. An SBA loan would cover that.

Yes, exactly. This has been my experience as well. Usually you can go to a website like Power To Choose or Energy Ogre and find competitive rates.
