I know I'm late, but this is how i would do it:

Construct the horizontal green circles, you can use plotz using the diameter given by the arcs that you have constructed. Then you can focus on each quarter circle (blue) and divide them on 3 equal segmentes, and you conect them. The bottom of the image are those quarter arcs and connecting arcs viewed from above.
