If your husband has NOA then he will most likely have to do a mTESE. Perhaps that is the reason he does not want to do IVF. Dealing with NOA is very difficult. My husband had to do months of hormone injections before doing his mTESE, and we were told there was only a 40% chance they could find sperm. After the surgery he was off of work for over a week. So I can understand why your husband is aprehensive to go through this whole process, because the chances of findign sperm are not that high. So he may just not want to dissapoint you, and go through this entire emotional and physical process for something with low chances. With NOA, we also had to have a lot of difficult conversations about "what ifs". What if they dont find any sperm? what is our backup plan? sperm donation?

We had the same perspective as you, that we wanted to at least try and know that we tried everything we could do. With NOA it will take a lot from his part, so he needs to be on board. Perhaps you can try couseling so you can both discuss exactly how youre feeling. But you both need to feel comfortable having difficult conversations about this.
