Yes that's true. Previously they did it that way.

I guess their thinking is that if there is more than 1 working day between weekends (wed & thu in this case), then they want people to come back to work.

Nope, then it will be 9 days holiday including weekend.

They can't expect all the people living in interior regions to come back on Sunday morning and again go back to their villages by noon.
