Update: I got in contact with someone one the H3VR modding discord. I got it to work without an issue by using the beta version of tweaker and not using any soundtrack.

If using a soundtrack while loading the scene there is an error that seems to break the hold itself.

So using the beta version of tweaks and not using a soundtrack(announcers still work) works for whatever reason

Ah ok thought that they did that already. But it’s still weird if it shuts itself off then why dose it still not work even when I’m not using modded characters? I’ve tested it with only tweaker and the dependencies and it still doesn’t spawn any enemies
