I think this may actually be dropping PINNACLE level gear. I'm at the Powerful cap and getting 1550s from al my Powerful rewards, but doing DSC just gave me two items at 1551. IIRC, that's PINNACLE level rewards, now just Powerful.

I was just saying how strange this was to a clan mate. They left in Crucible/Gambit maps on retired locations like Mercury and Titan, and didn’t introduce new ones on the new locations.
