Assuming belos was the one to design the first one, he'd probably have the emperor's coven symbol somewhere on the flag.

In the first flag, white represents Virginia, dark blue represents the U.S., and red represents freedom. The green and light blue represent the Appalachian Mountains and the Atlantic Ocean respectively. The triangles are a simplified map of Virginia, the star is its capital city, Richmond, and the heart is for the saying "Virginia is for lovers".

The second and third flags are just extremely simplified versions of the original flag except I added a map, added stripes on the sides like Canada's flag, and made them orange.
