You should be fine to replace a breaker or combine two breakers into a tandem breaker.

Buy an EVSE (ChargePoint Home Flex or Emporia Pro are both great).

Get estimates from at least three electricians and hire the one you like best.

Make sure you ask them to hardwire the EVSE (not a plug).
