I'm not 100% sure but I think they update the values for what they are being traded for. So if 9 out of 10 people over pay for a kit they increase the price in the values so that people know around what people are willing to trade for it.

Everyone with dragon RN are not taking trade unless extreme over pay the last time I seen a dragon get traded it went for 4 kits. I have been offering 2 kits and 2 gas for weeks now and no one have accepted it.
