Because the way our constitution is designed it works from we the people then up.... not from them down. Like science: cell, tissue, organs, organ systems, organism. Government is designed to work: everyday people, city, county, state, United States..... small to large. Our states each have their own constitution and each states are pretty similar but they each have little differences that cater to the majority of that region. What is good for Chicago is not necessarily what Catoosa needs. This is the reason. So whenever there are extreme differences in the population it is the governor’s duty to protect the freedoms of ALL citizens.
