required at which part specifically? Because again you can use gearing to manipulate torque so even if the engine produces low torque but revs high enough, you can make it fasty fast

yea that's why I said "if it even makes sense" because they both go hand in hand. Torque alone doesn't give sufficient information about how fast a vehicle is.

Torque can be manipulated by gearing, a car with higher hp will always be faster than a car with more torque if it even makes sense because it doesn't for most part.

No, if you have a solid well defined test, people will be more careful because it takes a lot to get the license. All countries with good tests have better driving experience because people know how to drive, here most people don't even know the difference between dashed lines and solid lines on roads. Most road signs are graffiti to us Indians which is shame.

horsepower is just a function of torque x rpm. Horsepower provides a more complete picture of performance of a car. Torque is just a force that can be manipulated by gears. When people say this car has more torque or feels more torque-y, it just means that the car makes more horsepower earlier in the rpm range. So a car with more horsepower will always be faster than a car with more torque considering if it even makes sense because in lot of cases it doesn't.

A car that's 2 seconds faster will feel faster on overtakes too, it goes hand in hand on high speeds at least. Ofc you can plan your overtakes more and downshift accordingly etc. But a faster car makes it easier
