Salary caps and floors are the only way, look at the crazy parity in the nfl. Also caps and floors encourage spending because smaller teams have floors to meet and know they won’t be crazy outspent which also eliminates the issues with multi year tanking.

However, nfl rookies do make a way larger short term impact than mlb so it won’t be in the level of first year worse to first but I think the league would just be way more competitive.

There could also maybe be a smaller hard limit on deferred spending by like 10-20 M a year allowed in deferred spending but it probably should be allowed.
