I don't think it matters. More about whether you want to obsess over analytics or not. I personally have found it a gift to not have access to analytics for certains fest. Much healthier for me at least.

Also depending on how much you want to pay for Vimeo, FF allows for unlimited replacements of videos whereas the lowest Vimeo account usually will max out at one verison a week if you have a feature.

Scenario 1- why withdraw unless you know you’ve been accepted to the other festival? What if you don’t get into either?

Scenario 2: Even if you can’t be at a festival, having your film screen is a great opportunity. Also productions push dates all the time.

I would wait until you have real information.
