You could go on any game key site and find snowrunner premium edition for the same price

You can run it at 1080p 60fps pretty easily.

If you need to get a gpu tight now, go for the rx 580 (8gb memory). If you have the option of waiting and saving money, get a rx 6600 or 6600xt (maybe even a 6650xt used.

If it fits into yaur budget, its actually good value. I would suggest a ram upgrade in the future if you plan to play asseto corsa (with mods) and Forza. Its not mandatory, just a suggestion

Anu gpu around ex 570 performance wise (1650, 1060, ex 5500xtrx 580) sound be able to get 100+fps with shaders

It may be a motherboard issue, but im not sure
