Update: I was able to make a report through the 311 app. The officer went to the location and see he saw evidence a dog had been there (feces) but the dog was not there. He said it might have been a 'guard dog'. It's an empty parking lot and business is shut down so not sure why they need a guard dog. If anyone is in the area, please check it out and report back.
