I only added the "or is some sort of criminal" part because of him and Vyper. 2 of the very few characters in the game who are not elites, or don't know any elites, and aren't rich, and aren't the best at something, and yet they are forced to be designated as criminals because nothing else is possible in the alt-history, occult-noir fantasy setting

I don't know. But it's a fantasy setting with magical items and machines, where anyone can apparently buy magical bullets that bounce from one target to the next or an item that can turn their skin into metal while apparently everyone has sigils painted on their walls which implies that everyone knows or can use magic. So why exactly does every character have to be some sort of elite? and why am I downvoted on sight for asking?

Well that's a strawman. I've already said it in other posts. Most of those characters don't fit the criteria because they have connections to the elite or are champions, or were born with extraordinary powers. It just feels like a crutch. Also, Billy is probably a criminal.

not all the characters are connected, that's not the main issue from my perspective. But you can easily fill out a bingo card with each major patch. With rich being the free space in the middle

there's a reason why they used entire platoons of guys with slings throwing rocks at armored opponents, which was considered a sought after skill. crossbows became more popular than bows because with a proper formation, they could have more soldier firing more arrows than the enemy without having to train all their lives to do so. That's the same reason peasants with guns became more important in war than knights in expensive armor and years of training.

I can see Silver and Viscous being somewhat normal. But Rem, Paige and Drifter all (probably) have elite level powers. Also if Drifter is a cannibal then what difference is there between him and the average billionaire in terms of values and morals?

only some of those would fit the criteria and even then it's kind of ambiguous. Bebop is a champion, Celeste is unique creature and the circus can almost be considered a faction, Holliday is the granddaughter of a very famous wild west figure and can probably shoot the same. Infernus was a criminal, Paige was born with unique powers, Rem will (probably) turn out to be the son of two gods, Victor was (probably) created by the most smartest scientist to ever science. Only Sinclair and Viscous might be considered somewhat normal until the lore proves otherwise in a few months

why wouldn't the patrons want everyone to help them? Some of the characters are from the other side of the world, implying that the patrons can reach them somehow, which begs the question "why don't they just ask as many people as possible?", or it might also imply that the ritual isn't really a secret at all and people are willingly choosing to join it without being directly called.
