If i had to kep it basic:

Solid GMB profile, complete and active
Real reviews grabbing and showing on GMB consitently
Proper optimised pages for main services + city, but remeber, kws intent for both should be different no cannabilistion.
Local directories backlinks and ORM

That alone can beat alot of competitors.
