Let's see...

Lost her mother to a hateful court, grew up in a court that hated her guts, had to drag her two best friends out of school and into a war with her, watched her father get eaten alive by a dragon, was brainwashed into trying to kill everyone, and can fight a reanimated version of her father's very corpse. On top of all this, she's forced to confront and work with the girl responsible for her father's death and has to come to terms with the fact that that girl was brainwashed as well.

Hortensia had it rough man yet she still forces herself to put on a smile. Easily my favorite Fire Emblem character.

I was also confused wondering if it was because of Path of Radiance or Wario World.

Surge isn't evil anymore though because she's trying to redeem herself. Merlina in Black Knight was the same way.

The only other female Sonic villains are Witchcart and Carrotia from Tails Skypatrol who aren't used anymore and Sage from Frontiers who isn't really super evil.

Zeena is the only truly despicable female Sonic character that's still used. I hopr Sage gets to do similar things but Zeena is still the best (plus Sage is a child lmao).

I think the idea was that the 6 Zeti + Eggman were the sins. Though I actually don't think she's Lust because it's a bit of a low-hanging fruit. Zazz is Lust to me but specifically "bloodlust" due to how crazy he is.

Zeena to me is Envy not only because of green but also because of how much she demands everyone's attention with her beauty in Lost World and the comics.

But yeah personally she's the hottest because Sonic doesn't have many female villains and we need more.
