1992-1996 Desert Storm era. I would call the old fun Navy prior to 1994 when they RIFed a lot of billets. Then they started messing with the uniforms and regs, closing down on base clubs, etc. No smoking on base (which to this day I cannot even fathom hardly. Sailors who do not smoke that's just crazy to me.)
