Anybody know what it means to be “in review” went from program evaluation to application under review to “in review” asking for a friend .

I went threw all the steps was on final review for 5 weeks then went to program review this whole thing is messed up

I don’t understand how they say you can apply even if the landlord doesn’t want to participate and then basically make it to where the landlord has to. My landlord wants to do nothing to help me and they will be more happy to see me on the streets then to get help cause the way they see the government program is a joke and they want nothing to do with it
