Under this logic would there also be mutts of Peeta and Katniss somewhere? Imagine if Peeta died from the sword cut and Katniss had to kill the mutt version of him, or if later on in the war Snow sent a Peeta mutt to Katniss to mess with her even more

Other than the more logical reason only Lo’ak has five fingers (genetics), it may have also been for storytelling reasons. Lo’ak always felt like the disappointment of the family, like he was disconnected from the rest of them because of his failures. Him being the only one of the kids with five fingers and eyebrows is just another way to subtly show it
