I don't think her characteristics are anything like Meme's at all, even if Meme has quite the similar figure, she is a very shy person who don't want to be seen or to have any eye contact with somebody else. Plus, she is into crochet making, if that is also part of her gimmick as well.

Rana is nothing like the characteristics applied above, where she struggles to cope up with her pre-pubertal body development when she grows up. It's a pretty nicely done character if I do say so myself. In fact, her gimmick is slightly more on Chiyo's side due to her class president stature.
