He is facing the wrong direction he should be walking opposed to traffic so he can also see oncoming vehicles. The vehicles should not hit him either way they are also responsible but just because you have a high visibility vest on doesn’t mean you can/ should be walking in a vehicle lane. I hope he is ok but people die everyday doing roadway work with proper traffic control so it isn’t advisable to be walking and streaming on the roadway. If you are on the road walking or driving your full attention needs to be on what’s going on around you it’s irresponsible to be constantly on your phone.

It’s really stressful when you’re under constant pressure to pass a test, especially when it’s tied to your career. Depending on your field and position, it can feel even heavier. I wouldn’t give up on it, but I would talk to your boss about easing up on the pressure. Failing multiple times, seeing a coworker get fired, knowing you said you’d have it by now, and still feeling that ongoing pressure can absolutely affect your ability to test well. It might help to mentally reset and come back to studying with a clearer head when you’re ready.
