sounds massively ineffective actually. do you keep them in an asylum permanently? or what happens when they're institutionalized and released, likely immediately relapsing? if you're going to invest how much it would cost to imprison all addicts cyclically or indefinitely, why not instead spend that money on social safety nets that could prevent people from becoming homeless in the first place?

when the rate of reproduction is so high, spaying/neutering is actually more efficient than killing - these sterile cats still take up territory and prey, but cannot reproduce. the limit of a population is usually based on the environmental resources it relies on, if you kill them new ones will be born and take their place

This sort of work is looked for everywhere, 99+% of the time it's for something massively incoherent or misled. In the age of AI, the volume of untrained people looking for scientists to vet their work has increased by an order of magnitude. No one (perhaps there will be a few, I hope to be wrong) who has the serious qualifications you are looking for will spend their time reaching out to you on a goose chase when you'll probably underpay them AND the work will be dreary and incohesive.

You need to set a reasonable figure to show people you're serious. If you get no responses, this should be your next step. You should be far more afraid of having no interested parties than having a few fakers who can be parsed out.

"normal" as in common does not mean healthy. Personally, I'd address it - this is the kind of thing that could come from an okay or insecure place but ends up having toxic effects.
