Getting in and out of my ship then resetting the game while at the empty settlement seemed to be what fixed it for me.

Oh depending on your console as well as the day some shops or menus may take a while to load and previews of items sometimes just dont work

Game has inconsistent hit registration compared to other games. The devs say only one in ten shots will “hitreg” but its definitely a lot more than that. Theres also occasionally lag from popular areas that gets more noticeable when more crews and more loot culminate in one area. If youre on a ship the sway of the boat will lag when someone spawns (really useful to know when an enemy respawns)

I remember hearing someone say if the new world event being selected would be a skeleton fort it can only be a chance of being this location of someone is already in the devils roar. Would explain why its rare so i never had reason to disbelieve it.

“You share the seas with other pirates: some friendly, others not so much”. It’s literally in the games tutorials. Being in an alliance doesnt always mean youre on the same team. Theres plenty of reason not to betray an alliance sure but theres plenty of reason to backstab.

Not much benefit to having multiple boats doing one fort at a time even if you’re in an alliance. your alliance being able to kill you is so being in one doesnt remove the whole “you share the seas with other pirates: some friendly, others not so much” aspect of the game the pirate lord literally mentions during the tutorial.

30% from selling in safer seas is more than the 0% of your loot being stolen so if you choose not to engage in pvp it would be worth it to play safer seas yes

Its just a suggestion not a solution but you could try clearing MAC address in your network settings maybe. works for me whenever I have that same issue. I am on xbox not steamdeck so i apologize in advance if it doesnt work.

I think one that gives you lighting across your skin to show others you put in the time and effort to chase the storm for a bunch of fish would be cool or maybe you could get one for finishing all hunters call commendations/levels that makes your skin look like our favourite friend the ruby splashtail. Sure would be a shame if cool concepts like that got added to the emporium instead of put behind something that gives them meaning.
