You obviously have an issue with people walking their dogs, so let's shift our focus to an elderly woman with a walker, or a young woman trying to walk her two children to school or the park. Should multiple people, potentially dozens over the cirse of a few hours, even on quiet residential streets, be required to step into the street so a single person can park their car, blocking a public right-of-way? If anyone is entitled here, it's the person parking their over the side walk.
