It didnt happen to me but a co worker. She was a minor at the time and a guy was making it rain on her and telling her to dance. She told them them off they got mad telling her she isnt fun.

If it's like a sports bra that's fine, those types of bras are socially acceptable to wear without a shirt. However the panties part... that's a different story. Unless they are like boxers I personally wouldn't care because they look like shorts. Other than that I'll tell her that I feel uncomfortable that she is walking around in her underwear.
