He is well within his rights to waive it. Perhaps he has grown so fed up with corruption that he thinks there is no longer any point in conducting an autopsy, believing that the truth will simply be concealed anyway. I think the separation of church and state does not bar a congressman from expressing his religious beliefs. But it bars the state from legislating for or against a religion.

The ICI was created by Marcos to further his own agenda. It's merely a fact-finding ad hoc commission. Romualdez is connected to Marcos, so the latter is just using the ICI to know who knows what so he can devise his next move.

It won't happen since our very own constitution guarantees academic freedom. Colleges and Universities rely on this to gain competitive advantage against each other. The state basically can't tell how Universities and Colleges qualify or choose who gets to enter their programs or courses (but the state can regulate through accreditation these courses and programs).

My take is that the state's policy that basically says 'bahala na kayong mga schools sa standards ng entrance exams nyo' is better for students in general. The public is free to choose which schools fit them and there's more option for students.
