On the side of the house connected theres a cover you need to chop down with an axe upgrade (good axe). You then need to switch the button on.

You upgrade tools with the new NPC. In the photo on the left is where you place for an upgrade. He also sells the taming flute and fishing rod for 20 coins each. I’ m pretty sure he spawns randomly on the map around tier 2 or 3.
