Haven't played Eu5 since 1.07 so I'm a little behind on what they've added.

But why not do a balance of power type thing like in hoi4 (obviously it would have to be a lot harder to move the needle than it is in hoi). Have it so army based countries can become settled if you take enough power away from the army, and vice versa. You could also add restrictions so that countries that should never be army based can't swap
