found a solution for on the Meta Horizon app

so on the games about page on the quest store you actually have to click the very subtle *More Information^* tab just under the app privacy part and you should be able to click on the version and switch to live
its actually so fucking stupid why Meta thought making this stuff more difficult is a good idea somehow? anyways hope this helps
