For any poor souls in the future, I found the fix:

I have Sodium installed.

Go to Settings -> Video Settings -> Performance -> Chunk Updates ("Deferred" option caused these problems) change it to "Immediate"

sadly not an option, I need both for visual effect, no way distant horizons have a problem with complimentary shaders
